Car rental rates start at around 600dh per day (roughly $66.12 USD) for a small sedan.   There is a 20% government tax so you need to make sure that this is included in the agreed upon price.   Shop around for deals because you may get bargains if you look around (smaller outfits may cut the price by as much as half), though there's more risk in the quality of the car.

The laws for tourists driving in Morocco are that they preferrably have an International Driving Permit (though European driver's licenses are acceptable), and be at least 21 years old.  Third party insurance comes standard when you pay for a rental car.
